Please note that new applications to this program have now been closed. If the program is extended this webpage will be updated accordingly.

Through the initiatives of the Manitoba Metis Federation, Louis Riel Capital Corporation (LRCC) has begun to deliver an enhanced version of the Canadian Emergency Business Account (CEBA) to Metis owned businesses in Manitoba. This is known as the Metis Emergency Business Loan Program (MEBL).

The MEBL provides up to $60,000.00 to Metis owned businesses in Manitoba affected by the COVID-19 pandemic. If you have already accessed the $60,000.00 CEBA through another financial institution (Bank, Credit Union, etc.) you will not be able to access the MEBL through LRCC.

The MEBL is structured as:

  1. First $20,000.00: Comprised of 50% interest-free loan (up to $10,000.00) and 50% non-repayable contribution (up to $10,000.00)
  2. Next $40,000.00: comprised of 75% interest-free loan (up to $30,000.00) and 25% non-repayable contribution (up to $10,000.00).

Additionally, no payments are required to be made for 12 months after initial disbursement of the loan. Funds are required to be used to help cover normal operating expenses (taxes, rent, utilities, debt payments, etc.).

  1. If you were previously declined through another financial institution (bank, credit union, etc.) in accessing the CEBA you may still qualify through LRCC so please look into the program details.
  2. Please include all required relevant documentation listed on page 1 of the application as to avoid delays in processing.
  3. Please ensure you include relevant details about how your business was affected by the COVID-19 Pandemic on the application or attach a supplementary document if required.
